JPME Phase I can be completed either through an "in residence" course or through distance learning. Per NAVADMIN 136/10, completion of JPME Phase I is now a requirement for assuming URL CDR command. You may enroll through distance learning at the Naval War College as a LT or other junior service colleges as a LCDR. Accordingly, it is advisable that you begin your joint education as soon as possible. Additionally, per Title 10, no more than 10 percent of a JPME II class may be attending under a DEW. Direct Entry Waivers (DEW) are only authorized by the Joint Staff on a strict case by case basis, with a compelling reason for attending Phase II prior to completing Phase I. Per Title 10, Joint Professional Military Education (JPME) must be completed in sequence Phase I followed by Phase II. Accordingly, you must work through your detailer (and only your detailer) to obtain a quota.
